Russian minister states country to initiate nationwide anti-fraud app
Development of the app will begin in June as part of a broader national anti-fraud initiative. A pilot version will run until the end of 2025, with full certification and countrywide implementation expected in early 2026.
The app will offer features like real-time fraud alerts and a “panic button” that users can press if they suspect they are being targeted by scammers. Shoytov also noted that the app will allow users to report any type of fraud and will be linked to banking and other digital services for seamless integration.
The project is part of a national information platform established under legislation passed in March. It will involve collaboration among the Central Bank, the Interior Ministry, commercial banks, and the Ministry of Digital Development.
Interior Minister Vladimir Kolokoltsev reported that more than 765,000 cybercrimes have been recorded in Russia so far in 2025, with fraud accounting for about half. He emphasized the rapid growth of cybercrime, which now makes up 40% of all criminal offenses—up from one-seventh five years ago.
Authorities claim that most scam operations originate from Ukraine, allegedly operated by call centers linked to foreign intelligence agencies. These scams often target Russian citizens, especially the elderly, with one in four victims being a pensioner.
President Vladimir Putin has previously described such phone scams as a form of state-sponsored warfare by Kiev against Russia.
