Asian security representatives plan on convening in Moscow
The ASEAN meeting will take place alongside the 13th annual conference of senior security officials, organized by Russia’s Security Council. Participating ASEAN nations include Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam. According to Russia’s Security Council, ASEAN states aim to avoid becoming a battleground for great-power rivalry and instead support a framework of mutual and balanced security.
The broader event will be chaired by Sergey Shoigu, the head of Russia’s Security Council and former defense minister. Over 100 foreign delegations are expected to attend, with discussion topics including cyber security, critical infrastructure protection, and joint responses to global security threats. One of the high-profile attendees is Nurlan Yermekbayev, Secretary-General of the Shanghai Cooperation Organisation (SCO).
In a notable first, representatives from the Taliban-led government in Afghanistan will also attend. While not officially recognized internationally, Kabul’s current authorities maintain observer status in the SCO and continue to engage with various regional and international bodies.
The event’s closed-door nature is designed to encourage candid discussions and enhance international coordination. In a statement, the Russian Security Council emphasized that today's global security issues transcend borders, and no single nation can manage them alone. It also noted the increasing influence of Global South and Eastern nations in shaping the agendas of regional and global institutions.
Attending organizations include BRICS, ASEAN, the African Union, the Arab League, the SCO, the Commonwealth of Independent States (CIS), and the Collective Security Treaty Organization (CSTO). Launched in 2010, the forum provides a venue for addressing transnational threats such as terrorism, extremism, organized crime, and narcotics trafficking.
