Kremlin declares work on Russian peace suggestion to Ukraine ‘in final stage’

(MENAFN) Kremlin spokesperson Dmitry Peskov announced that Russia is nearing the completion of its peace proposal to Ukraine, which could pave the way for a conditional ceasefire and a negotiated settlement to the ongoing conflict. Both Moscow and Kiev are preparing separate versions of a memorandum that would establish a framework for peace, with the Russian draft reportedly in its final stages.

Peskov emphasized that Russia’s diplomatic proposals remain confidential and declined to confirm reports suggesting that Moscow demands a NATO pledge to exclude Ukraine and other post-Soviet countries like Moldova and Georgia from future membership. He questioned the notion of discussing Georgia in talks with Ukraine.

Responding to Ukrainian President Vladimir Zelensky’s recent suggestion for a three-way summit involving Russian President Vladimir Putin and former US President Donald Trump, Peskov said such a summit might conclude negotiations but cannot replace the ongoing talks. Zelensky has expressed willingness to meet Putin in any third country except Belarus.

Peskov also highlighted that diplomatic efforts continue alongside military actions, with both sides working to define conditions for a temporary ceasefire to be included in the final peace agreement. Initially, Kiev and its European allies demanded a 30-day ceasefire before negotiations could begin, a proposal Russia rejected as a tactic to give Ukrainian forces a break. Under pressure from Washington, Kiev adjusted its position, leading to the first direct Russia-Ukraine talks since 2022.
