Specifics of Ukraine’s suggestions for discussions with Russia unveiled
Ukraine’s memorandum for the upcoming peace talks in Istanbul firmly rejects Russia’s key demands, including recognition of newly claimed Russian territories, Kiev’s neutrality, and limits on the size of Ukraine’s military, Reuters reports.
The second round of Russia-Ukraine negotiations, the first since a three-year pause, is set for Monday in Türkiye. Both sides agreed to present detailed proposals outlining their visions for resolving the conflict.
According to Reuters, Ukraine’s document does not recognize Crimea, the self-proclaimed Donetsk and Lugansk People’s Republics, or the Kherson and Zaporozhye regions as part of Russia. Instead, Ukraine wants the current front lines to serve as the basis for territorial talks.
Kiev also insists it cannot be forced into neutrality and maintains that its potential NATO membership depends solely on the consensus of the alliance, not on Russian demands.
The memorandum rules out any restrictions on the size of Ukraine’s armed forces. Additionally, Ukraine calls for reparations from Russia and proposes using Moscow’s Western-frozen assets to help rebuild the country.
Ukraine’s roadmap starts with a demand for a minimum 30-day ceasefire, an “all-for-all” prisoner exchange, and a potential summit between Presidents Vladimir Putin and Volodymyr Zelensky.
Reuters highlights that Ukraine’s demands significantly differ from Russia’s stated terms. Meanwhile, Moscow has not disclosed its proposal to Ukraine but has said it contains principles for settlement, a timeline for a peace deal, and a ceasefire period.
Russian officials emphasize that any agreement must address the conflict’s root causes, guarantee Ukraine’s neutrality and demilitarization, pursue “denazification,” and recognize Russia’s new territorial claims.
